Enable system administrators to add, edit, and remove Time Periods themselves

I believe this may already be in the pipeline, but just to reiterate, it would be useful if system administrators could add, edit, and remove Time Periods on their tenancies themselves.

    We are planning to make some items available in an Admin Dashboard 2023/24 and will add this for consideration.
