Enable the definition of the Importance Level to display

To inform and remind students (and even lecturers) of the meaning each of Importance Level, it would be useful if a little pop-up appeared with the definition when either:

• an Importance Level was hovered on, OR

• an ⓘ symbol next to the Importance Level was clicked

This could be a feature that list creators choose to turn on/off for individual reading lists eg. Turn on for lists for first-year students who are new to reading lists, and 'transitioning' into tertiary study.
