Add a 'Report broken link/Status' button beside resources that shows when a link has been reported and fixed

While there is a 'Report broken link' button located in the action menu, it would be more obvious and useful if there was a 'report/status' button to the right of the 'three dots menu button'.

This button should turn red when any student has reported the link, so other students using the same list know it has been reported by another user and they needn't report it as well.

When the broken link has been fixed, Librarians would then be able to make the button green again, so all list users know the reported link has now been fixed.

This would be very useful for ensuring all students know when broken links have been reported and fixed, not just the student who reported it.

It would also be very helpful if multiple timestamped notes could be added to resources so information from the Library about broken links could be more easily communicated to all list users (https://technologyfromsage02.ideas.aha.io/ideas/PROD-I-315)
